Terra Group seeks retail, apartment project at Pembroke Pines City Center

Terra Group has proposed the first retail portion of Pembroke Pines City Center, in addition to an apartment community.

The city’s planning and zoning board will consider the Miami-based developer’s application on Sept. 10. Located at Pines Boulevard and Palm Avenue, Pembroke Pines City Center is a master planned development that the city has been selling to developers piece by piece. It’s also the future home of its city hall and a civic center.

Michael D. Stamm Jr., director of Pembroke Pines’ planning and zoning division, said Terra Group is under contract to buy 38 acres from the city plus another 6.5 acres nearby from the private party. It would then build retail along Pines Boulevard in the first phase and apartments in the second phase.

The zoning proposal would increase the allowable commercial/retail square footage from 300,000 to 325,000 and allow for Terra Group’s designs features, and permit another 476 apartment units.

Terra Group President David Martin said the Pembroke Pines City Center project would have a 325,000-square-foot lifestyle retail center and 400 residential units.

“Our retail component will feature upscale restaurants, a movie theater, grocery store and boutiques, all of which will be connected to the new Civic Center now under construction,” Martin said. “Once completed, City Center will be a lifestyle destination for shopping, dining and entertainment, all in a walkable environment for residents.”

Mill Creek Residential already completed 700 apartments in Pembroke Pines City Center and the Related Group has another 365 apartments under construction. Stamm said another 276 workforce housing units were previously approved for the site.

“We are allowing each development to lease up so we don’t overload the market,” Stamm said. “It’s going to be staggered, healthy and steady growth.”
